Civil Status

General Information

Italian citizens are required by law to declare all changes in civil status that occur during their stay abroad. For those residing in Turkmenistan, it is mandatory to submit the relevant documents to this Embassy for registration in Italy and to allow the issuance of other documents.

IMPORTANT: Original civil status certificates (including divorce decrees) are NOT returned.

For citizens registered in the Consular Registry, this Embassy’s task is to update its database and send the documentation to the Italian AIRE registration Municipality.

For citizens residing in Italy, this Embassy will only send the certificates to the Municipality of residence without further obligations.

The Civil Status Office handles the registration of birth, marriage, death certificates, and divorce decrees for Italian citizens issued by Turkmen authorities and forwards them to Italian municipalities for transcription.

For transcribing BIRTH, MARRIAGE, and/or DEATH certificates, you need:

  • Completed transcription request form for civil status acts;
  • Copy of the passport;
  • Originals of birth/marriage/death certificates, duly legalized;
  • Italian translation of the civil status certificate, also legalized;

Certificates with errors, lacking translation, or other documents requested by the Consular Office will be returned without transcription.

NOTE: Original certificates will NOT be returned but remain with the Embassy.

Additionally, the Civil Status Office assists residents in the district and AIRE registrants with:

  • Marriage publications in Italy
  • Name or surname changes
  • Issuance of certificates

ISSUANCE OF CERTIFICATES

This Embassy does not issue birth, marriage, death, or divorce certificates, which are solely the responsibility of the Municipality in Italy that must be contacted directly by the individual.

Citizens registered in Italian registries (both APR and AIRE) can request various types of certificates online from their registration Municipality. Issuance of these certificates is free and only possible with digital identity (CIE, Spid, or CNS), as this is now the only way to access public administration services in Italy.

BIRTH REGISTRATION

Children of parents who are both Italian or with at least one Italian parent, even if born abroad and possibly holding another citizenship, are Italian citizens. Therefore, their birth must be transcribed in Italy.

To report a birth in Turkmenistan, submit the following documents to the Embassy:

  • Original birth certificate, duly legalized by local authorities;
  • Italian translation of the birth certificate, also legalized;
  • Documentation proving the Italian citizenship of at least one parent (Italian passport or citizenship certificate);
  • Copy of the other parent’s passport;
  • Transcription request (click here for the Birth Certificate Transcription Request Form).

MARRIAGE

A marriage celebrated abroad must be transcribed in Italy at the competent Municipality to be valid. The marriage certificate issued by Turkmen authorities must be presented to this Embassy in its original form and legalized by the competent local authorities.

If the marriage to be registered is not the first, previous marriages and related divorces must also be transcribed, presenting the documentation indicated on this website.

Italian citizens residing in this district and registered with AIRE must contact this Embassy to request marriage publications only if the marriage will be celebrated in Italy.

For transcribing a marriage certificate issued by Turkmen authorities in Italy, present the following documents:

  • Original marriage certificate, duly legalized by local authorities;
  • Italian translation of the marriage certificate, also legalized;
  • Documentation proving the Italian citizenship of at least one spouse (Italian passport or citizenship certificate);
  • Photocopy of the foreign spouse’s birth certificate translated into Italian (sworn translation);
  • Copy of both spouses’ passports;
  • Transcription request (click here for the Marriage Certificate Transcription Request Form).

MARRIAGE PUBLICATIONS

Marriage publications at the Embassy are mandatory ONLY for marriages to be celebrated in Italy (both civil and religious) or at the Consular Office. Note that marriages celebrated at the Embassy are not recognized by local law.

For marriages celebrated at the Embassy, at least one spouse must be an Italian citizen residing in this district and regularly registered with AIRE (Registry of Italians Residing Abroad).

Both spouses must be present at the appointment.

Publications must be made within six months before the wedding date. The publication act will be posted at this Embassy for eight consecutive days, after which the Act of Completed Publications will be issued, and the DELEGATION for the celebration of the marriage in Italy will be granted. The delegation will be sent in advance via Certified Electronic Mail (PEC) to the Civil Status Officer of the relevant Municipality, and then forwarded in its original copy. Please provide the address and PEC box of the competent Municipality’s marriage office and/or the Parish Priest in case of a religious marriage.

Documents to be presented:

For the Italian citizen registered with AIRE:

  • Italian passport;
  • Birth certificate extract (issued by the Municipality of birth or registration);
  • Certificate of no impediment, requested from both the AIRE registration Municipality in Italy (up to the date when the Italian citizen was residing in Italy) and the Embassy (for the remaining period);
  • Marriage publications request (click here).

For the non-citizen:

  • Passport;
  • Proof of residence with an Italian translation. Both documents duly legalized by local authorities;
  • Birth certificate legalized by local authorities and translated into Italian (also legalized translation);
  • Certificate of no impediment to marriage issued by local authorities, who will also legalize it, translated into Italian (also legalized translation).

DIVORCE

A divorce decree issued abroad is not automatically valid in Italy. To make it valid, it must be transcribed at the Italian Municipality where the marriage occurred or where the foreign marriage was registered.

Documents required for transcription in Italy:

  • Application for transcription of the decree in Italy (click here);
  • Complete the substitutive declaration of deed of notoriety, provided by this Embassy, attesting that no similar proceedings between the same parties are pending before an Italian judge, which started before the foreign proceedings (click here);
  • Divorce decree with the stamp: “certified true copy” and legalized by local authorities;
  • Italian translation of the authenticated copy of the divorce decree, duly legalized;
  • Certificate attesting to the finality of the decree, with the stamp: “certified true copy,” legalized by local authorities;
  • Italian translation of the certificate attesting to the finality of the decree, duly legalized;
  • A photocopy of all submitted documentation.

In the presence of minor children, attach the agreement on minor children (AGREEMENT FOR CHILDREN), legalized by local authorities and translated into Italian, duly legalized. This agreement is not required if mentioned in the divorce decree itself.

NOTE: These documents must be certified true copies of the original.

IF THE DOCUMENTATION IS COMPLETE AND CORRECT AND CAN BE PROCESSED, THE ORIGINAL CERTIFICATES WILL NOT BE RETURNED.

Citizens are informed that if the above documentation is incomplete or incorrect, the process will not proceed, and the documents will be returned to the applicant.

DEATH

The death of an Italian citizen that occurred in Turkmenistan must be transcribed in Italy.

Documents required for death registration:

  • Original death certificate, legalized by local authorities;
  • Italian translation of the death certificate, duly legalized;
  • Identity card and Italian passport;
  • Transcription request from a relative (click here).

REQUESTS FOR CHANGING NAME OR SURNAME

Any citizen who intends to change or modify their name or surname must be authorized by the Prefect of their place of residence or where the birth certificate is registered.

To submit the application in person at the Embassy, you need to schedule an appointment by sending an email to ashgabat.visti@esteri.it.

Instructions:

  1. Complete the name or surname change request form (click here) – it is particularly necessary to indicate:

a. The modification of the name or surname being requested;

b. The reasons for the request;

c. Original certificate of residence translated into Italian;

d. Family status certificate translated into Italian;

2. Sign and date the aforementioned request form;

3. Attach a copy of your valid passport or identity card;

4.Stamp duty of €16.00 (available at the Embassy) to be affixed to the application;

This Embassy will send the documentation to the competent Italian Prefecture.

Once the applicant receives the authorization decree from the Prefect for posting, they must bring the document to the Embassy, by appointment, to proceed with the posting of the summary of the request. The posting lasts for 30 consecutive days, after which the Embassy will send a copy of the posting and a declaration certifying the posting and its duration to the Prefecture. The decree authorizing the change of name and surname must be noted, by the Municipality, at the direct request of the interested parties, on the applicant’s birth certificate, marriage certificate, and the birth certificates of those who have derived the surname.
