PASSPORTS
A biometric passport is an identity document equipped with a microchip that, in addition to personal data, also stores the holder’s photo and fingerprints.
Fingerprint collection exemptions apply to minors under 12 years old and people with a permanent disability or other impediments certified according to the law. For more information on passports for those with a permanent impediment to travel, click here.
Validity of the Biometric Passport:
- 3 years for minors from 0 to 3 years old.
- 5 years for minors from 3 to 18 years old.
- 10 years for adults.
NEWS: Starting June 14, 2023, parents with minor children are no longer required to present the consent of the other parent. It is sufficient for the applicant to self-certify that they are not subject to a prohibition on the issuance of the passport. However, consent from both parents is still required for issuing a passport for minor children.
The service is reserved exclusively for Italian citizens registered with AIRE in the jurisdiction of the Italian Embassy in Ashgabat. Before booking an appointment, citizens must check their AIRE registration and update their data if necessary to facilitate passport issuance.

Before initiating the passport application process, those born abroad or who have acquired Italian citizenship abroad or in Italy must ensure that their birth certificate is registered with their AIRE registration municipality. If the birth certificate has not yet been transcribed in Italy, the applicant must bring their original birth certificate (apostilled and translated in the country where the document was issued; the translation must also be apostilled) along with the passport application.
If the applicant has minor children, they must complete and sign the Declaration of Absence of Obstacles.
For issuing a passport for minor children, consent from both parents is mandatory.

CONSULAR AUTHORIZATION DECREE:
If it is not possible to obtain the other parent’s consent for issuing the document, the applicant can initiate the procedure to obtain authorization from the competent Italian Guardian Judge, subject to the evaluation of the reasons for the lack of consent, the minor’s social and psychological conditions, the assignment of parental responsibility and custody, and any obligations imposed on the parents (e.g., any maintenance obligations), etc.
For minors residing in Italy, the request must be submitted to the Court of the minor’s residence.
If the minor in question resides in the consular district of Ashgabat, the applicant can request a consular authorization decree from the Ambassador, acting as the “Guardian Judge.”
The following documents must be submitted with the passport application:
- Application form.
- Copy of the divorce or separation judgment or a copy of the judicial order regarding the custody of minors.
- Copy of the registered letter with return receipt sent to the last known residence of the other parent to obtain their consent.
- Documentation proving the payment of any maintenance ordered by the court.
- Payment of €11.00 for the application, payable in cash in the USD equivalent indicated by the Embassy.
The consular authority, during the investigation phase, may request additional documentation. If it is determined that the reasons for the lack of consent from the other parent are not justified, the Head of Mission, evaluating the best interests of the minor, can authorize the issuance of the document with a specific decree (if there are no other obstacles).
Note: This procedure is exceptional and judicial in nature, and can only be used in cases of absolute impossibility to obtain the consent required by law. It should also be noted that, due to the investigations required in such situations, the waiting time for obtaining the passport may be significantly extended.
