Procedure for Issuing an ETD (Emergency Travel Document) for Non-Residents
The Emergency Travel Document (ETD) is a temporary travel document valid for 5 days from the date of issuance. It can be issued in case of theft or loss of a passport or identity card and is used solely for returning to Italy or to the EU member state where the applicant has permanent residence, proven by AIRE registration. The presence of the applicant (including infants and minors) is required.
NO APPOINTMENT IS NEEDED TO OBTAIN AN ETD: Therefore, you can come directly to the office between 9:30 AM and 12:30 PM from Monday to Friday.
Required Documentation for ETD Issuance:
For ADULT Applicants:
- Correctly filled out ETD request form.
- 2 identical and recent passport-sized photos (taken no more than 6 months ago), conforming to ICAO international standards.
- Copy of an identification document, even if lost or damaged (identity card or passport) containing the photo and signature. A valid driver’s license is also acceptable as identification; if no identification document is available, this Office will contact the Municipality of residence in Italy to verify the applicant’s identity.
- Copy of the travel document, with a departure date within 5 days of the ETD request.
- Consent of the other parent (if there are minor children and the applicant is AIRE resident in this consular district) along with a copy of an identification document (only if the other parent is an EU citizen) where the holder’s signature is legible.
- If the other parent is NOT an EU citizen, they must sign the consent in the presence of an Italian public official or go to the Italian Embassy or Consulate in the foreign country where they are located.
For MINOR Applicants:
- Correctly filled out request form signed by both parents or the guardian delegated by the parents.
- 2 identical and recent passport-sized photos (taken no more than 6 months ago), conforming to ICAO international standards.
- Copy of an identification document with a photo of the minor, copy of the identification documents of both parents or the guardian.
- If no identification document is available for the minor, this Office will contact the Municipality of residence in Italy to verify the minor’s identity.Copy of the travel document, with a departure date within 5 days of the ETD request.
Note: For infants, in addition to the documents listed above, it will be necessary to present the birth certificate issued in Turkmenistan, which must be duly translated and legalized.
