Registration under Art. 8 of Law No. 470/88
All Italian citizens, regardless of their place of birth, who intend to reside in Turkmenistan for a period exceeding 12 months, must register with the A.I.R.E. (Registry of Italians Resident Abroad) through this Embassy within 90 days of arrival. This also applies to those who emigrated before 1988 (the year Law No. 470/88 was enacted).
A.I.R.E. registration is necessary for obtaining most services, such as the issuance of documents and certificates by the Consular Office (including passports). Failure to update A.I.R.E. registration, particularly in the event of a change of address, makes it impossible to contact the citizen and receive electoral postcards or packages in the event of elections.
The individual must promptly update their A.I.R.E. registration data, including changes in residence or domicile, family composition, civil status changes for possible transcription of foreign acts in Italy (marriage, birth, divorce, death, etc.), permanent return to Italy, or loss of Italian citizenship.
Registering and updating personal data in A.I.R.E. facilitates the handling of all related procedures, speeding up the process.
How to register with AIRE
Since November 15, 2019, the FAST-IT portal has replaced the submission of AIRE registration or address update requests by mail or ordinary email for residence in Turkmenistan.
Registration is always free.
To register, you must access the Fast It Consular Services Portal.
After completing the registration, the user must access the “Consular Registry and AIRE” section and select the “Request Registration in the Registry of Italians Abroad” functionality. They must then fill out all the required fields, print the request form, sign it, and upload it to the portal along with a copy of their identity document and proof of residence in Turkmenistan. The choice of documents to upload is at the applicant’s discretion, but they must be sufficient to demonstrate at least Italian citizenship and stable and effective residence in Turkmenistan. It is preferable to attach: a copy of their passport (main page and pages with the first and last entry stamps in Turkmenistan); a copy of the visa/residence permit; a copy of documents proving stable residence in the country (e.g., utility bills, rental or employment contracts, etc.).

If the request is incomplete, it will be rejected, and the user will be invited to resubmit it or integrate it with the missing documents and information. If it is complete, the consulate will forward it to the municipality of origin or residence, which will then proceed with the AIRE registration and notify the interested party directly.
Only if the individual is objectively unable to operate through the portal (e.g., because they do not possess or know how to use a computer), they can write to sociale.mosca@esteri.it to find out how to proceed.
Note: Confirmation of AIRE registration must be requested from the competent municipality and NOT from the Embassy, which only acts as an intermediary between the citizen and the municipality in this procedure.
Repatriation
- AIRE-registered citizens who return permanently to Italy must present themselves to the Municipality where they have decided to settle to declare their new residence address.
- On the same date, the Municipality will cancel the AIRE registration and simultaneously register the individual in the Resident Population Register (APR).
- The Municipality is responsible for officially communicating the repatriation date to the Consular Office of origin, which will record the repatriation in its consular files.
Under current regulations, the Consular Office is responsible for transmitting to the Italian Municipality the declarations provided by citizens residing in the consular district only concerning emigration and residence abroad, but not regarding repatriation (DL 71/2011, Art. 9, Registry of Italians Residing Abroad – AIRE). Based on the data contained in the consular register (Art. 8 of DL 71/2011), the consular office of immigration or residence transmits to the competent Italian municipality the data required by the legislation on the Registry of Italians Residing Abroad (AIRE). The data relate to the declarations provided by Italian citizens transferring their residence from an Italian municipality abroad or those concerning residence abroad, as well as those related to changes in residence or domicile abroad. Law 470/88 (Art. 4.1, Lett. a), and 5.1) and DPR 223/1989 (Art.13) indicate the competence of Municipal Registry Officials to collect registration declarations for transfer from abroad, to provide for deletion from the registry of Italians abroad, and to communicate with the relevant Consular Offices.
Cancellation from AIRE due to repatriation and consequent updating of the consular register can only occur following the confirmation of the individual’s registration with APR by the Italian Municipality, which restores the registry residence and registration in the electoral list in the Republic’s territory and communicates this to the Consular Office.
If the Consular Office learns that an Italian citizen registered in its consular district has left the territory, in the absence of confirmation of repatriation by the Italian Municipality and APR registration, it must request cancellation for absence, after verifying that the contact address is no longer current.
