‘Non-Renunciation’ Certificate

If the individual has decided to establish their residence in Italy, the authorities of the relevant Italian Municipality are responsible for the recognition of Italian citizenship. Once registered in the Registry of the Resident Population, the foreign citizen may initiate the procedure for the recognition of citizenship jure sanguinis (the duration of which is established by law: 180 days in total), by submitting the documentation specified in Circular K.28.1/1991. It is not permitted for the individual to be represented by a legal representative or anyone else; the person concerned must be physically present in the territory.

The request for the issuance of the “Non-Renunciation” Certificate is submitted directly by the Italian Municipality to the Consulate, exclusively via PEC (Certified Email). The Consulate’s reply to the Municipality (not to the applicant) also takes place solely via PEC, provided the request has been correctly submitted.

Applicants may not contact the Consular Office directly regarding applications handled by Municipalities or other Consular Offices, as the status of such procedures beyond their own jurisdiction is not known.
